The Leo J. Welder Center offers a fully equipped modern performing space with fly-loft and 475 seats. The complex provides a headquarters for the Cultural Council of Victoria and Theatre Victoria as well as support space and services to other area arts organizations. Victoria Community Theatre is the resident theatre company and operates the physical plant. The Cultural Council provides management for the building.
